PBK Architects Inc. was retained to design a new 7,000 seat (hockey mode) spectator facility. The center is designed to accommodate basketball, concerts, and trade shows as well as hockey. Included are 20 private boxes and 600 club seats.

The project is designed to fit into a spectacular downtown site, and commercial street front space has been incorporated into the design to respect the commercial character of the area and maintain animation at the pedestrian level.

Sovereign Center is the home of the East Coast Hockey League's Reading Royals.
